일본 경제가 수십 년간 지속된 ‘제로 인플레이션’ 시대를 지나 새로운 고물가 평형 시대로 접어들고 있는 가운데, OECD(경제협력개발기구)가 일본의 지속 가능한 성장을 위해 과감한 구조 개혁을 촉구했다. 고령화에 따른 인구 감소와 대외 불확실성을 극복하기 위해 생산성 제고와 노동 공급 확대가 필수적이라는 분석이다.


■ 성장률 둔화 전망 속 '인플레이션 2%' 안착

OECD가 발표한 ‘일본 경제 보고서’에 따르면, 일본의 실질 국내총생산(GDP) 성장률은 2025년 1.2%를 기록한 뒤, 2026년 0.7%, 2027년 0.9%로 다소 완만해질 전망이다. 이는 에너지 가격 상승과 중동 분쟁 등 지정학적 리스크에 따른 불확실성이 반영된 결과다.


반면, 소비자물가 상승률(인플레이션)은 2026년 2.0%, 2027년 1.9%로 예측되어 일본은행(BoJ)의 목표치인 2% 수준에 안정적으로 머물 것으로 보인다.


■ "재정 건전성 확보가 최우선 과제"

마티아스 코먼 OECD 사무총장은 도쿄에서 열린 보고서 발표회에서 "일본 경제는 내수 주도로 완만한 회복세를 보이며 탄력성을 입증했다"면서도, "부채 상환 비용 증가와 인구 고령화 압력에 대응하기 위해 재정 버퍼(완충 장치)를 마련해야 한다"고 강조했다.


OECD는 공공부채를 하향 곡선으로 돌리기 위해 다음과 같은 재정 개혁을 제안했다.


- 지출 억제: 연금, 의료, 장기 요양 등 고령화 관련 비용의 증가세 관리


- 수입 최적화: 부가가치세(VAT) 세율의 단계적 인상


- 예산 규율 강화: 추가경정예산 편성 제한을 통한 재정 준칙 준수


■ 규제 혁파로 '비즈니스 역동성' 수혈

낮은 생산성 문제를 해결하기 위해 기업 환경의 대대적인 정비도 요구됐다. OECD는 기업 설립 및 등록을 위한 행정 절차 간소화가 비즈니스 역동성을 높일 것이라고 분석했다.


특히 '원스톱 숍(One-stop shops)'의 역할을 강화해 복잡한 절차를 줄이고, 언어 장벽을 낮춰 외국인 직접 투자(FDI)를 적극 유치해야 한다고 제안했다. 또한, 혁신적인 중소기업은 키우고 좀비 기업은 시장에서 퇴출시키는 선별적 지원 정책의 필요성도 언급됐다.


■ 여성·고령층·외국인 "노동의 벽 허물어야"

노동력 부족 현상을 해소하기 위한 노동 시장 이중 구조 개선도 핵심 과제다.


- 유연성 확보: 정규직 계약의 유연성을 높여 비정규직과의 격차 해소


- 인재 활용: 여성과 고령자의 비정규직 비중을 낮추고, 외국인 인재를 체계적으로 통합할 수 있는 고용 체계 마련


- 평생 교육: 고령자와 비전형 근로자를 대상으로 한 고품질의 성인 학습 프로그램 제공


■ '에너지 안보'와 '넷제로' 가속화

화석 연료 의존도가 높은 일본의 에너지 구조 개선에 대한 조언도 빠지지 않았다.

OECD는 'GX(그린 트랜스포메이션) 2040 비전'의 효과적인 이행을 위해 탄소 가격제 도입 계획을 조속히 발표하고, 여러 부처에 흩어져 있는 재생 에너지 인허가 절차를 일원화하여 에너지 안보를 강화해야 한다고 권고했다.

 

After decades of near-zero inflation, Japan’s economy is transitioning toward a new, higher-inflation equilibrium. However, the OECD warns that structural reforms are urgently needed to ensure fiscal sustainability and counteract the headwinds of an aging population.

According to the latest OECD Economic Survey of Japan, the nation’s output has shown moderate resilience, expanding primarily through domestic demand. Despite this, GDP growth is expected to ease from 1.2% in 2025 to 0.7% in 2026 and 0.9% in 2027, amid rising energy prices and global uncertainty.

 

Fiscal Sustainability as a Priority

 

"To manage the pressures of rising debt servicing costs and an ageing population, Japan should maintain reform momentum to reduce public debt and build fiscal buffers," OECD Secretary-General Mathias Cormann stated during the survey presentation in Tokyo.

The report emphasizes putting public debt on a firm downward trajectory. Key recommendations include:

 

Spending Reform: Containing the growth of pension, health, and long-term care costs.

Revenue Optimization: Gradually increasing the value-added tax (VAT) rate.

Fiscal Prudence: Limiting the use of supplementary budgets to strengthen the rules-based fiscal framework.

Revitalizing Business and Labor

To spur productivity, the OECD calls for streamlining administrative proceedings for firm entry and registration. Enhancing "one-stop shops" and reducing language barriers are seen as critical steps to attract more foreign direct investment (FDI).

The labor market also requires significant attention to address chronic shortages:

 

- Dualism: Boosting the flexibility of regular employment contracts to bridge the gap between regular and non-regular workers.

- Inclusion: Strengthening work incentives for women and older workers, and improving the integration of foreign talents.

- Reskilling: Providing high-quality adult learning programs targeted at those on non-standard contracts.

Accelerating Green Transformation

Given Japan’s heavy reliance on fossil fuels, the OECD urges a swifter implementation of the "Green Transformation (GX) 2040 Vision." Providing clear details on forthcoming carbon pricing and streamlining the permitting process for renewable energy are essential to meeting net-zero goals and ensuring energy security.
